Executive Summary - Iowa Governor Chet Culver signed Senate File 2379 into law. This standardizes the concealed weapons permit issuing requirements. This eliminates Sheriffs refusing permits unless there is some objective reason like a criminal history. This is called a "Must Issue Law". This eliminates the discretionary power of the Sheriffs.
The Sheriffs would probably not take money for a permit but they would be inclined to play political favoritism. This is just corruption, plain and simple and this law removes it from the game. The Sheriffs are not happy but the people are. People will have to complete a course in firearms safety. People can be denied if they are a threat unto themselves or others but there must be more than a hunch or feeling on the aprt of the Sheriff. This is a step in the right direction. It is felt by this writer that no gun licenses should be required at all which is the case in only three states now. I would expect this to be rightfully counted as a victory for the NRA. http://www.panamalaw.org
