But they can only get the good PR from their scholarship offerings if students can qualify for them, and that's why many more scholarships are available to all students.

Financial need also isn't as big a factor as it once was. Some scholarship applications may ask for information about your financial resources, but usually that is more for demographic purposes than as a criteria for judging who the scholarships will be awarded to.

Unfortunately there are literally hundreds of college scholarships that go unclaimed and not given to anyone each year for no other reason than that no students applied for them.

Put in the effort and start applying for every scholarship you can. Be truthful on the application, and make sure to get it in before the application deadline. With some hard work, your scholarship efforts can yield tremendous results.
