The HSE is responsible for safety in such places as factories, building sites, railways and fairgrounds. Local councils are responsible place such as shops, hotels, streets and municipal parks. Clearly in reference to the accident mentioned above, it was the local council's responsibility to ensure that the fence bolt was covered and safe.</p><br /><br /><p>The local council and the HSE are supposed to abide by certain rules and guidelines. These include carrying out Health and Safety inspections and the undertaking of Risk Assessments. In the case of the park a thorough inspection should have been carried out and the fence bolt indentified as a health and safety risk. This means that the family of the child involved is fully within their rights to make a claim against the local council. This money will certainly help compensate for the child's injury and also help the parents with any medical fees, loss of earnings and all the other financial difficulties faced in these terrible circumstances.</p><br /><br /><p>Not only is it important to establish responsibility for an incident like this from the point of view of the child and parents involved, but it should also be considered from the point of view of others using the park. <description><![CDATA[ One day, Dave looked in the mirror and thought, 'Darn it, how can I make my hair (and myself) more interesting?' You see, every time Dave tried to make friends, his shyness would overcome him and he'd run to his bedroom to cry. This was a problem because Dave wanted a woman!<br /><br />Dave considered his options. He could dye it. He could shave it off. He could grow it long and pretend to be Kurt Cobain....if only he had the confidence to pull it off.<br /><br />First, he tried dying. However, he soon discovered pink wasn't his ideal colour. Somehow, he just looked washed out. Dave was depressed and maniacally went for the shaving option; however, when he got chatted up by a Welsh man interested in an easy lay, he decided the sheep look wasn't really him, either. (Although, I'm sorry to say, in his lonely and lovelorn state, he did consider the Welsh man's offer for all of two seconds, before he realised the Welsh man was actually pretending and it was really his manager from work, who'd always harboured a secret crush. However, this isn't his story, so I shall return to Dave).<br /><br />Dave didn't know what to do. Growing it would take ages, especially from bald. He went to a local wigmakers, but they told him the cheapest wigs started at £100, and he just didn't have that kind of money after spending it all on hair dye and buying shaving equipment. Dave was downhearted, and returned home to his bedroom where he started doodling on a piece of paper what his hair would look like, if only he had the money and the patience to see it through.<br /><br />Dave soon realized that his designs weren't only good, they were true art, man! He quickly scanned them onto his computer and sent them to local magazines, newspapers, and even Google itself, but nobody was interested once they realized that his designs didn't match his true appearance. Dave was crushed. He paced and paced the floor before he had a startling relevation. He could superglue the hair back onto his head until he had new growth. So this is what he did (although he did have a dilemma about what to use as superglue, as he still had no money, and did eventually end up ringing his manager after all, but that's another story).<br /><br />Thus, Daves Hair was born. At first, it kept falling out, but with persuasion and patience (not to mentioned several long nights in with aforementioned manager), Daves Hair finally grew to be the phenomenon it is today.<br /><br />And, Dave was a success! He was famous, and got a woman! Dave was finally happy. <description><![CDATA[ <p>It's true that their most successful brand is the ever-popular Willow Tree, but there are not many customers who are aware of the tremendously rich history that lies behind this successful online company.<br />As Willow Tree has been their biggest selling collection for years past, and hopefully years to come, it plays a rightful part on the story of their later years. However, the company has not always been the modern trading place it is today.</p><br /><br /><p>Church's China, one of Northampton's longest established retail businesses has been a central feature of Northampton business for over 120 years. For most of those years the company has been situated in the towns huge and impressive Market square, generally recognised as one of the largest in Great Britain. If a family business could write history, Church's China could uniquely claim to have observed the passing of more than a century of life outside its doors; violent demonstrations, military parades, numerous royal visits, carnivals, circuses and parades. From quaint Victorian bonnets to punk headgear. Form penny farthings to Porches. All this and so much more has come and gone - all quietly witnessed by a family China shop. Church's China was founded in the middle of the nineteenth centaury. Thomas Church, who had been a wheel right and joiner, set up the company in 1858, taking over the premises at 16 Maryport Street, Devizes. It would never have occurred to Thomas how his fledgling company would evolve over the years, selling top brand collectables, such as Willow Tree, throughout the world.</p><br /><br /><p>Thomas was aided in his venture by his son, Wesley, who, in the early 1870's brought the business to Northampton. Wesley soon married Sarah Spencer, from a Northampton family of shoemakers. They set up home and shop in Parade House, a former hotel on the north face of Northampton's Market Square; the site is currently occupied by Boots.</p><br /><br /><p>Soon after moving to Northampton, Church's were unwittingly involved in violent scenes of political unrest. The year was 1874. A Westminster by - election was held in the town and Charles Bradlaugh won the seat for the Liberal Party. A renowned atheist and radical, Bradlaugh was not allowed to take the oath on the Bible in the House of Commons. Consequently, his election was declared void and a second vote was held. He won again, and fearing that their man was once more to be refused entry into the parliament, the locals rioted in the Market Square, smashing windows of both the newspaper offices and the china shop next door. It was only on the arrival of the local militia that the crowd dispersed.</p><br /><br /><p>It was in Parade House in 1882 that the Wilfrid Church, the third generation member of the business, was born. Years later, Wilfrid described, in his memoirs, life on the Market Square at the end of the century:</p><br /><br /><p>"The rooms in these old premises were large and spread out. The different floors were approached by a balustraded and wide staircase which reached up to the top storey. The ground levels were occupied by the showrooms and general stock, except for a capacious kitchen and a terrifying 'coal hole.' This culinary department was stone flagged and was a happy playground for cockroaches. The beetle trap was constantly in requisition and a kettle of boiling water was served out to them in the mornings. At the rear of the building was a patch of pasture on which a Mr Ambridge, a butcher, would graze a few sheep, which were evidently en route for slaughter."</p><br /><br /><p>Little did Wilfrid know of the changes that would take place in the years to come, and the collection of Willow Tree that would make such a difference to their sales. <title>Church's China - The Modern Era Aided and Abetted by Willow Tree.</title>

<description><![CDATA[ <p>Church's China began life as a little china and crystal retailer in Devizes in Wiltshire.  Before long it moved to Northampton and, as the twentieth century progressed, it grew to become the UK's premier retailer of collectable brands, such as Willow Tree</p><br /><br /><p>The fourth generation of the family business was represented by Wilfrid Church, known by his middle name of Vivian.  Having inherited his mother's outgoing temperament; Vivian played an altogether different role in the business from his father, the shy Wilfrid.  Vivian was (and still is!) masterful at employing his tremendous sense of humour in selling to customers. There are literally hundreds who can vividly recall him demonstrating the strength of fine bone china by hurling plates to the floor or pirouetting on upturned tea cups, admittedly not a trick that would be attempted with something from a collection such as Willow Tree</p><br /><br /><p>Vivian was also been innovative in his business planning. In his design of the Emporium Arcade expansion in the mid sixties and the move into Welsh House in the seventies, he showed tremendous imagination. Furthermore, his concept of developing a cookshop side to the business in 1965 was years ahead of its time. Customer care had always been a fundamental consideration. To this end, his introduction of free gift wrapping (hitherto unheard of) was a major innovation.</p><br /><br /><p>In the early 1970's, in an almost eerie repetition of what occurred at the turn of the century, Church's China were informed that they had to vacate their position on the Market Square. Again, they were forced to make way for a new shopping development, and again they took temporary refuge in Sheep Street. In fact, during this second period of exile from the Market Square, Church's occupied two shops; one in Sheep Street in a converted garage showroom currently occupied by Durham Pine. The other shop was at the top of the Drapery from where Thomas Cook now operates.</p><br /> <br /><p>1975 witnessed another exciting move for Church's, as for the third time in 105 years the business took occupancy in Northampton's Market Square. The town centre had developed beyond all recognition; the entire area known as Newland had been replaced by an extensive two storey shopping mall, the Grosvenor Centre. The Market Square entrance to the centre was overlooked by the recently restored Jacobean frontage of Welsh House, a building that has a colourful history. It was built towards the end of the sixteenth century for a firm of lawyers, and in 1675 featured in the Great Fire of Northampton. The town centre was destroyed and one of the few escape routes for the inhabitants of the Market Square was through Welsh House into the fields beyond.</p><br /><br /><p>Welsh House stands as a reminder of Northampton's historic links with Wales. There is more than one theory as to the origin of the name, Welsh House. One is that the firm of lawyers for whom it was built were of Gaellic extraction. An alternative idea is more agricultural. In the sixteenth century, Welsh drovers would herd sheep, cattle and even geese down the old Roman road of Watling Street (the A5), to sell them on Northampton's Market Square. On occasions, these drovers would stay overnight in the building. Whatever the reason for its name, the welsh link is indisputable, for even today, if you look at the crest on the front of the building, you will see the Welsh Dragon, the crest of Llewelyn, Prince of Wales and the Welsh Motto "Heb Dyw Heb Dim, Dyw y Digon" (Without God Without anything, God is Enough).</p><br /><br /><p>One of the key roles played by Welsh House was that, for many years in the eighteenth century, it housed the original offices of the Northampton Mercury (now part of the Chronicle & Echo). This newspaper proudly holds the record of the longest surviving provincial newspaper in Britain.</p><br /><br /><p>Church's not only occupied three floors of Welsh House, but had also taken a unit on the first floor of the Grosvenor Centre, offering the unique opportunity to present alternative faces to the buying public; one a contemporary, modern feel displaying the likes of Willow Tree, the other having a more traditional feel.</p><br /><br /><p>This window display of Willow Tree certainly helps to boost it's sales, but this may not be necessary, as the Willow Tree collection has captured the heart of the nation. As Stephen Church, current MD of Church's China, puts it, "one reason for the success of Willow Tree is their versatility as a gift.
